Public auctions
Some auctions are open to the public. Anyone can buy there, subject to the auction's rules.
Dealer-only auctions
Many wholesale auctions only allow licensed dealers to bid. Each auction sets its own registration requirements, so check with the auction directly.
The bigger issue: reselling
Even if you can buy without a license, reselling vehicles as a business can bring you within Texas's definition of a dealer under Transportation Code Chapter 503. If buying at auction is part of a resale plan, you likely need a license either way.
